Does this start to smell like a witch hunt or some cyber cleansing?

So what would happen in this hypothetical situation: You are a Chinese and start to sprout nonsensical but highly inflamatarory remarks about say the Chinese, remarks which incite other races to hate the Chinese, would you be Charge for anything???

More and more of this plot unfolds and thickens. Gosh. I wonder if now is an inappropriate time to say, my parents always told me that if I had nothing nice to say, it might be best not to say anything. Or that phrase my mum used to say in mandarin, 'saying two sentences less won't make you die' (rough hanuyu pinyin: shao shuo liang ju bu hui si)

Ok, more serious thought now. So, is it considered as trying to instigate racial disharmony if the comments are on a so-called personal blog? Should we conclude that in any form whatsoever, one can be charged for trying to disrupt racial harmony in Singapore, as long as the owner is a Singaporean, or that the medium in which it is displayed is technically under Singapore government and rules, due to whichever circumstances that determine it to be 'Singaporean'? Perhaps, the 'personal' blogs fall under some 'public display or demonstration', as it is on the internet open for all to view?
